What sort of rights do I have as a tenant if the power keeps getting cut off because my landlord hasn't paid the electricity bill when the utilities are covered in my rent?

Mum asked me to check on her cat while she's visiting my sisters in England so I walked over there during my lunch hour, which is actually just 30 minutes. And since it takes ten minutes to walk there and ten minutes to walk back that didn't leave much time to feed the cat, poopify the litterbox, provide the necessary petting and raid mum's kitchen for something to eat. (And I thought our fridge was pathetic. Who keeps one third of a banana when they're going away for five days? And, you know, nothing else. Except juice and jam and jars with questionable substances.) Then of course when I was leaving the damn alarm system refused to go on again so I spent about ten minutes trying to figure that out and finally calling my brother to ask for advice. We finally managed to make it work and by that time I was late anyway so I thought 'Fuck it' and stopped to buy some coffee on my way. Totally worth it even if I'm now hot and sweaty from sprinting back. Not like anyone noticed me being late because there is absolutely nothing to do. I've seen three people in the last three hours. *sips coffee*
In other words, some of the pics from this weekend are making me weak in the knees. Especially some of the Jensen ones. Damn, what the hell are they eating up there in Canada? Sugar, honey and fairy dust?
